“13th Stepping” is when a more experienced member of a 12 Step Group or fellowship pursues a romantic relationship with a “newcomer” or new group member.  The reason it is strongly advised against is because usually when someone is new, they are just coming out of a mental fog around their addiction or affliction and are too vulnerable to relapse if something happens in the relationship that triggers them.
